A massive administrative update saw over 3,100 changes loaded into the UK tariff today, almost entirely focused on removing expired measures, components, and exclusions within the iron and steel sectors. This large-scale cleanup of the tariff book follows the major Q3 rollover of steel safeguards last week. While the loaded changes were administrative, a notable policy change took effect today: a new duty suspension on two key industrial chemicals, eliminating the tariff for all origins.

The themes

Today’s activity was defined by a massive administrative event. Over 95% of the 3,173 changes loaded were removals of expired measures and components, overwhelmingly concentrated in iron and steel (Chapters 72 and 73). This represents a significant post-quarter-end cleanup of the tariff schedule, particularly affecting tariff quota structures.

In parallel, a distinct liberalising measure came into force. The implementation of a new duty suspension on key industrial chemicals provides a counterpoint to the trade remedy enforcement actions that characterised the start of the quarter, such as the new duties on Indonesian biofuels that took effect on Tuesday.

Headline items

The day's update was dominated by the removal of more than 700 expired tariff quota measures for a wide range of flat-rolled iron and steel products under HS heading 7208. The changes affected quotas for imports from the European Union, India, South Korea, and other trading partners. This action appears to be a large-scale administrative tidying-up exercise rather than a shift in trade defence policy, as no new anti-dumping or countervailing duties were introduced.

Coming into force

Nine measures took effect today, headlined by a significant new duty suspension.

  • A new 0% duty suspension now applies to imports of butyl acrylate (BA) and 2-ethylhexyl acrylate (2EHA), two industrial chemicals falling under HS code 2916120015. The suspension is available for imports from all countries.

  • Separately, new 0% customs duties were applied to imports of iron, steel, and articles of iron or steel (Chapters 72 and 73) originating from the Channel Islands.

What to watch

With this major administrative cleanup of the steel tariff schedule now complete, the key question is whether UK authorities will return to the active trade remedy enforcement seen last week. The implementation of today's duty suspension shows that targeted liberalisation remains on the agenda alongside protectionist measures.
